There are occasions where you need to compress, delete or rename a dataset that shares it's name with a dataset currently in use by the operating system (usually on a backup IPL volume). By Using ZAPVTOC you can get around this restriction.

ZAPVTOC, as the name implies, will alter the FORMAT4 record in the VTOC for the file therefore bypassing enqueue issue. Obviously this is a very powerful tool and should not be used by anyone other than a fully experienced System Programmer. It can be protected using the system security software (RACF™, ACF2™, etc).

As shipped, ZAPVTOC will check the users access to the dataset SYS1.PARMLIB.
